meeting to order at approximately 7:10 p.m. Appropriate meeting notification
was confirmed.
Members present: Hehr, Blaska, Whalen, Nold, Sullivan, Day and Rowe

2) Public Hearings: None.
3) Comments from the audience: None.
4) Review CDA Mission: None.
5) Approval of June 6, 2007 Meeting Minutes: Motion by Whalen to approve
the minutes of the June 6, 2007 meeting with two minor corrections: page 1,
Chairman "Day" should be replaced with Chairman "Rowe", and on page 2 after 5
minute break, spelling of Member Whalen’s name was to be corrected; second by
Day. Motion carried 7-0.
6) Old Business:
Discussion: Update on Downtown Projects
E. Wisconsin Avenue Reconstruction Update – Duffy stated buildings are
being removed to make room for the roundabout. Another building will be
removed next week. The bank and duplex will be removed by the end of
September. Duffy stated MSA has filed the final plans with the WI DOT.
Bidding will begin January.
Downtown Partnership – Duffy reported that he met with the CDBG Committee
regarding the wayfinding signage fund. An application was submitted for the
attraction signs for the downtown including blue signs for I-94 and Hwy 16
and 67N bypass.
Roundtable – Duffy reported this is a group consisting of some downtown
businesses. The group meets monthly. Duffy stated the downtown businesses
have coordinated and printed promotional material. Duffy passed around a
brochure. The group is also planning and coordinating the Sounds of
Oconomowoc for August 10, 2007.
Update of Downtown Revitalization Plan – Duffy reported a notice was
posted including the Architectural Commission in discussion with the CDA.
Architectural Commission Members were invited to join the discussion at this
point
Duffy introduced Tim Anderson and John Hoffman from Schreiber-Anderson.
Anderson and Hoffman gave a brief overview with a power point presentation on
the Downtown Design Guidelines.
There were questions and discussion. Some questions that were raised are
as follows: Is the density statement accurate?, Should higher density be
defined?, Should real thresholds be included?, Should the design guideline
recommend 45’ lakeshore setback in the downtown area?, Are the six
redevelopment sites correct?, How should the entire redevelopment site be
considered when a specific project proposes to redevelopment only a portion
of it?, How should limited resources and development character be shared?,
How do we get adjacent development to share?, How can redevelopment of the
St. Jerome’s block be encouraged? Members also stated the City needs more
specifics on parking, the lakes and use and the need to attract businesses to
open to the lakes.
Members were asked to read the Guideline for Downtown Development
information and then submit comments or drafts back to Duffy. Day and Schultz
agreed to take a block downtown and do a charrette.
Sullivan encourages attendance at the City Growth Meeting on August 14,
2007.
Community Development Authority Meeting -2- August 1, 2007
New Business:
Façade Program Update – Duffy reported the program has seen limited
interest. He also stated the CDBG Program would recall funds if not used by
December 15, 2007. Duffy stated he will need applications by December 15,
2007.
Discussion: CDA Report/Information to be shared with Common Council and
Plan Commission –
Members decided there would be no update to share. No formal decisions
were made.
Bob Duffy and Jason Gallo will discuss a date for the next joint meeting.
Motion by Blaska to adjourn; second by Whalen. Motion carried 7-0. (9:17
