2. Approve minutes of previous meeting: July 19, 2007 - Motion
by Krauski to approve the minutes from the July 19, 2007 meeting as written;
second by Mercier. Motion carried 5-0.
3. Commission to Certify Three Names to the Chief to Fill One
Vacancy – Chief Beguhn stated there is 1 vacancy currently in the
department. He is requesting certification of the following names from the
eligibility list: 1) Heather Dzick, 2) Christopher Graziano and 3) Brett
Borg. All 3 individuals meet the requirements for hiring.
Motion by Kejwan that the Commission certify the following 3 names to
Chief David Beguhn for the purpose of filing 1 remaining vacancy for the
position of entrance level police officer : Heather Dzick, Christopher
Graziano and Brett Borg; seconded by Mercier. Motion carried 5-0.
4. Chief to Appoint One Officer from List of Three Names –
Chief Beguhn requested the appointment of Christopher Graziano to the
position of entrance level police officer for the City of Oconomowoc Police
Department. Graziano has an associate degree in Criminal Justice from "The
Community College of the Air Force" as well as 8 years of military law
enforcement experience. He worked at Wright-Patterson Air Force Base as a
patrolman and K-9 handler for 4 years, and the remaining 4 years he was at
Malmstrom Air Force Base where he was a patrolman and worked in nuclear
security. In addition, he has attended Leadership School as well as taken
courses on security. Graziano has been in construction since leaving the
service, and currently is employed for Bartell Builders. If approved, he will
start with the Oconomowoc Police Department in 2 weeks after notification to
his employer. He will then begin 12 weeks of field training and will attend
120 hours of contingency training at the Wisconsin State Patrol Academy from
May 12 – 30, 2008.
5. Consider/act on Confirmation of Chief’s appointment -
Motion by Kejwan to confirm Police Chief Dave Beguhn’s appointment of
Christopher Graziano to the position of entrance level police officer; second
by Mercier. Motion carried 5-0.
Buerger then asked to take a short break to allow the members to
congratulate Graziano.
6. Chief to Elect not to Request Certification of Two Remaining Names
– Beguhn explained that 2 names remain on the eligibility list, and 1 of the
individuals has accepted other employment. Due to having only 1 name
remaining, Rule 7, Section 2 states, in part, that if fewer than 3 names
remain on the list, the Chief may elect not to request certification for any
future appointment and ask that the list be voided. Beguhn then requested
that the eligibility list be voided.
7. Motion to Void Remaining Eligibility List. Motion by Krauski to
void the current eligibility list based upon the election of the Chief of
Police to not request certification from the current list for any future
appointment; second by Mercier. Motion carried 5-0.
8. Consider/act on the Future Announcement for Examination
and Changes to the Hiring Process and to Establish a New Eligibility List for
the Position of Entrance Level Police Officer – Beguhn reviewed the 2007
hiring process from a handout he distributed and then explained the changes
he is proposing. Under Item 2 of the process, he would like to remove the
requirement that the individual be certified as a law enforcement officer
prior to the date of hiring. Beguhn feels we are missing a lot of qualified
candidates who are coming right out of school and haven’t had the ability to
attend the academy yet. The City would then pick up this cost. He noted it is
about 50/50 for communities who hire individuals that are not certified yet.
While he would prefer an individual be certified, he wants to have this
option available. Under Testing (Item 3), they would like to remove the
Personnel Report, which was a written psychological test. Beguhn explained in
place of this report, they would like to include a psychological exam to be
administered at the same time as the medical exam and drug test (item 10
under the new process). He noted this 2-1/2 hour psychological exam is much
more complete and will be mandated by the state in the future. The last
change would be to include a member of the Police and Fire Commission as part
of the oral interview portion of the hiring process. After group discussion,
it was determined the Chairman would determine who was available, and that
person would participate in the oral interviews.
Motion by Mercier that the announcement for the examination for entrance
level police officer as presented by Chief Beguhn be approved; second by Le
Duc. Motion carried 5 - 0.
