A city-wide program for deterring terrorism by recognizing and reporting pre-attack activities

APPLICABLE TO THE COMMUNITY

THE KEY

Every terrorist act is preceded by observable planning activities! When citizens know what to look for and how to report suspicious activities, terrorist acts can be prevented.

What do you report?

Activities that are indicative of the following types of behavior:

Surveillance - People who spend an inordinate amount of time watching the activities of others

Elicitation - Attempts to obtain information

Probing - Tests of security measures and systems

Acquisition -Efforts to acquire supplies that are suspicious in nature or amounts

Suspicious behavior and activity - People who act in an inappropriate manner of who engage in activities that would cause concern

Dry runs - Behavior that would indicate possible pre-attack practice

Deployment of assets - Activities suggestive of staging for an attack

A Community Effort

Law enforcement officers cannot be everywhere! We need your eyes and ears. The whole community needs to be alert.

Special Attention

Please give our schools, medical facilities, governmental facilities, public utilities, and places of assembly particular attention. Report any activities that are suspicious to the City of Oconomowoc Police Department.
