Checklist for preliminary and final plat review and approval |

Initial Staff Appearance. The applicant shall contact the City Planner to schedule an appearance before the City staff. Staff meets regularly on the second and fourth Wednesday mornings of each month. The applicant should schedule a staff appearance with the City Planner and provide 20 copies of an initial development packet to the City Planner by 12:00 Noon on the Friday prior to the staff meeting to allow for distribution of the packet to staff members prior to the meeting. The packet should include a conceptual or preliminary plat together with a location map showing where in the City the proposed subdivision is to be located. There is no fee for the initial staff meeting, however if subsequent subdivision design are presented to staff prior to filing the preliminary plat, the cost of engineering review will be the responsibility of the subdivider. It is suggested that the initial staff meeting should be scheduled about one month prior to the preliminary plat being presented to the Plan Commission.
Preliminary Plat Review. Following the staff meeting, the applicant shall file a preliminary subdivision plat drawn at a scale of not smaller than 1 inch equals 100 feet. For larger subdivisions, a regular engineering scale of 1 inch equals 200 feet may be used. A location map at a scale of not smaller than 1 inch equals 1,000 feet shall also appear on the face of the plat. The plat shall conform to the engineering requirements of Chapter 236 of the Wisconsin Statutes and Section 18.07 of the City of Oconomowoc Municipal Code, Platting and Subdivisions. A preliminary plat review filing fee of $100 per dwelling unit shall be paid at the time the plat is filed. The City will not begin its review of the plat until the filing fee has been received.

The City Clerk will report the receipt to the filing fee to the City Finance Director. If the fee is not received, the Finance Director will invoice the subdivider and review of the plat will not commence until the filing fee has been received. |
Plan Commission Review of Preliminary Plat. Following receipt of comments from City staff, the Wisconsin Department of Administration, and the Waukesha County Parks and Land Use Department, and review of the plat for conformance with the adopted City comprehensive Master Plan, the City Zoning Ordinance, and accepted subdivision design practices, the Plan Commission shall approve, approve with conditions, or deny with reasons the preliminary plat within 90 days following the submittal of the required plat together with required filing fees. The Plan Commission shall report its action to the Common Council. Once the preliminary plat is approved, the subdivider shall prepare and submit the final plat within 24 months.
Improvement Plan Preparation and Review. Following Plan Commission approval, the subdivider shall prepare subdivision improvement plans and present 8 sets of each improvement plan to the City Planner for City staff review and approval. An improvement fee equal to 1% of the cost of all improvements shall be paid by the subdivider when the improvement plans are filed with the City Planner.

Final Plat Review. Following the approval of the improvement plans and the installation of improvements or financial guarantee of improvement installation, the subdivider shall file a final subdivision plat drawn at a scale of not smaller than 1 inch equals 100 feet. For larger subdivisions, a regular engineering scale of 1 inch equals 200 feet may be used. A location map at a scale of not less than 1 inch 1,000 feet shall also appear on the face of the plat. The plat shall conform to the engineering requirements of Chapter 236 of the Wisconsin Statutes and Section 18.07 of the City of Oconomowoc Municipal Code, Platting and Subdivisions. The final plat may be a portion of, or stage, of the approved preliminary plat. The final plat shall be submitted within 24 months of preliminary plat approval. If the subdivider fails to submit within 24 months, the City may require the preparation of a new preliminary plat. A final plat review filing fee of $25 per dwelling unit shall be paid at the time the plat is filed.

In addition, the subdivider shall provide parkland dedication (or a fee-in-lieu of dedication, and a park improvement fee as provided in Section 18.03(5) and 18.03(5A) of the City of Oconomowoc Municipal Code, Platting and Subdivisions. The subdivider shall further pay the costs of installing street signs and street lamps.

Street Signs will be installed by the City and the cost of installing Street Signs shall be paid to the City by the developer.
Street Lamps will be installed by the City and the cost of installing Street Lamps shall be paid to the City by the developer.
Plan Commission Review of Final Plat. Following receipt of comments from City staff, the Wisconsin Department of Administration, and the Waukesha County Parks and Land Use Department, and review of the plat for conformance with the adopted City comprehensive Master Plan, the City Zoning Ordinance, accepted subdivision design practices, and conformance with the approved preliminary plat, the Plan Commission shall recommend approval or denial of the final plat to the Common Council within 45 days following the submittal of the required plat together with required filing fees and park fees. Once the Plan Commission has made its recommendation, the City Attorney shall prepare a development agreement between the City and the subdivider.
Common Council Action on Final Plat. Upon receipt of the Plan Commission recommendation regarding the final plat, and due consideration of the development agreement, The Common Council shall approve or deny the final plat. If the plat is denied, the Common Council shall, in its motion, state the reason(s) for denial. The Common Council shall act within 60 days following the submittal of the required plat together with required filing fees and park fees. The Common Council shall further approve or deny the development agreement, and shall determine the manner in which City impact fees will be paid.
Acceptance of Subdivision Improvements. Following installation of all improvements, the City shall inspect the improvements, and the City Engineer shall accept all improvements that have been installed in accordance with City Standards and specifications. The cost of inspection shall be paid by the subdivider.
As-Built Plat. Upon approval of the plat and installation of improvements, the subdivider shall submit a digital as-built plat in AutoCAD, DWG format and a reproducible copy of the as-built plat and infrastructure maps.
